Of course, except for a couple of years, America didn't have federal income tax before 1913. But we had tariffs and excise taxes. Most government services were funded by states and localities, who used mainly property taxes.

are there countries that have no taxes ? Must be a country without govt I suppose. I thought may be Cuba, but they have taxes as well.
