That Idaho bill is weird. For one thing, age cut-off is 11 although adulthood isn't until 18 years of age. For another, there are lots of other problems needing to be resolved in Idaho (such as, how are squatters handled), so why this one came before all those and other conservative items (such as not expanding Medicaid rolls), is beyond me.
