No athlete should be barred from competing due to the actions of government. In 1980 our President forbade our athletes from competing because of the actions of another government. How does that make any sense? Why can't politicians just leave the rest of us alone?
And Russia + Belarus usually sends a few hundred athletes who dominate certain sports like gymnastics - meaning winning a medal in this Olympics is sort of meaningless as the major competition is not present...
I remember some athlete, I think it was Wilt Chamberlain, saying that the country that puts the most money into a particular sport will have the best players and teams in that sport. In his day pro players were banned from the Olympics. A team consisting of, for example, Wilt, Oscar Robertson, Rick Barry, Jerry West, and John Havlicek would have been unbeatable in the Olympics, like the first "Dream Team" with Magic and Michael. As more and more NBA players represented other countries in the Olympics, that dominance ended.
The Eastern European gymnasts trained long and hard to get as good as they are, and they do compete amongst themselves. Isn't it curious when fat, lazy, chainsmoking, alcoholic politicians think they deserve the credit when one of their driven, workaholic compatriots wins an athletic competition?
