If it is in fact true that Egypt's "economy will be unable to cope with hundreds of thousands of refugees," and that's the main reason Egypt won't accept them, then US aid would be much better spent on helping Egypt cope, rather than military assistance to anyone in that region.
To both sides I can only say "The others are NOT going anywhere. Deal with it". To the Jews I say the Arab countries are NOT going to do the ethnic cleansing of Palestine for you. To the Muslims I say the Jews have hydrogen bombs and if you force the issue the region will be a radioactive slag heap.
Cut a deal that will pass referendum on both sides. That is the ONLY way forward.
